Full time hours on a temporary basis

Role Purpose

To lead and deliver strategic change, transformation, and continuous improvement initiatives across Housing Services. The postholder will work closely with operational teams, senior stakeholders, residents, and corporate services to drive service improvements, improve outcomes for residents, enhance performance, and ensure housing services are modern, efficient, compliant, and customer-focused.

Key Responsibilities

• Lead the development and delivery of housing transformation and improvement programmes.
• Identify opportunities to improve service delivery, customer experience, and operational performance.
• Manage complex change projects across housing management, repairs, compliance, neighbourhoods, homelessness, and resident services.
• Work with senior leaders to design and implement new service models and operating procedures.
• Analyse service performance data, customer feedback, complaints, and regulatory requirements to inform improvement activity.
• Lead continuous improvement initiatives and embed a culture of learning and innovation.
• Develop business cases, project plans, risk registers, governance reports, and performance updates.
• Engage with residents, councillors, and stakeholders to ensure services reflect local needs and priorities.
• Support preparation for regulatory inspections, audits, and service reviews.
• Ensure projects are delivered on time, within budget, and achieve anticipated benefits.
• Manage change impacts, communications, training, and stakeholder engagement activities.
• Work collaboratively with housing, finance, legal, procurement, ICT, and HR teams.
