COUNCIL TAX RECOVERY OFFICER (REMOTE) needed, £22.05ph PAYE – Reference: OR117374
Key Responsibilities
• Billing & Systems Administration: Maintain the local authority’s database by processing change-of-address notifications, updating tenancy details, and calculating correct pro-rata bills.
• Exemptions & Reductions: Assess eligibility and apply complex Council Tax Support schemes, single-person discounts, student exemptions, and severe mental impairment disregards.
• Debt Recovery & Enforcement: Monitor accounts in arrears and progress them through statutory recovery stages, including reminders, final notices, and the issuance of court summonses and Liability Order.
• Payment Negotiation: Conduct inbound and outbound calls to negotiate sustainable payment arrangements, clear back-arrears, and actively set up Direct Debits.
• Vulnerability & Welfare Support: Identify signs of financial vulnerability, apply local hardship policies, and signpost struggling residents to debt advice charities.
• Attachment of Earnings & Benefits: Initiate and administer statutory Attachment of Earnings Orders (AEOs) and Deductions from Benefits (DWP) to secure direct payment from employment or state welfare.
• Charging Orders & Insolvency: Prepare cases for high-level enforcement actions.
• Enforcement Agent Management: Instruct and manage external Enforcement Agents (bailiffs)
• Traced & Absconded Debt: Utilize credit reference agency software, tracing tools, and data-sharing powers to locate absconded debtors and write off or reinstate uncollectible debt.
This is a full time role on a temporary contract basis
