Corporate Lead- Programmes and Strategies needed in Honiton Paying  £32.51 per hr ref 5295861

Full time hours on a temporary basis

Key ResponsibilitiesProgramme, Project & Governance Leadership

  • Develop, implement and monitor a consistent programme and project management framework across the organisation.
  • Establish and support a corporate project board to oversee major programmes and projects.
  • Provide strategic project management and risk advice to senior leaders and elected Members.
  • Ensure effective oversight of key programmes, securing alignment between corporate plans, directorate priorities and service delivery.
  • Provide regular progress, risk and financial reporting to senior leadership and the project board.
  • Attend Cabinet and committee meetings to present reports and respond to complex and politically sensitive matters.

Transformation, Risk & Corporate Strategy

  • Lead organisational transformation activity, including impacts arising from Local Government Reorganisation.
  • Maintain and oversee the corporate risk register, ensuring timely escalation and mitigation of key risks.
  • Lead the development and delivery of strategies relating to programme and project management, corporate risk, climate change and economic development.

Economic Development & Climate Change

  • Provide strategic coordination and delivery of economic development activity, including employment growth, inward investment and the deployment of funding streams.
  • Champion climate change ambitions and lead delivery of the Climate Change Strategy and Action Plan.
  • Drive progress towards achieving net‑zero by 2040 and contribute to regional carbon reduction initiatives, promoting the transition to a low‑carbon economy.

Leadership & People Management

  • Lead, develop and motivate the Programmes & Strategies team, fostering a culture of learning, continuous improvement and outcome delivery.
  • Ensure staff have the skills, support and development opportunities needed to deliver a high‑quality service.
  • Manage performance effectively, addressing underperformance through clear objectives, support and formal processes where required, working closely with HR.
  • Encourage a strong learning culture and manage training and professional development across the team.

Financial & Corporate Responsibilities

  • Manage budgets and resources effectively in line with financial regulations, ensuring best value and robust procurement practices.
  • Lead or contribute to multi‑disciplinary corporate teams to improve service delivery and organisational performance.
  • Take responsibility for health and safety compliance within the service.
  • Ensure awareness of and compliance with organisational policies, codes of conduct and governance frameworks.
  • Support equality, diversity and safeguarding responsibilities.
  • Participate in duty rotas and office‑based management responsibilities as required across organisational locations.
