Compliance Programme Manager needed in Swindon Paying  £45.02 per hr ref OR23622

Full time hours on a temporary basis

    • Key ResponsibilitiesProgramme Delivery & Planning
      • Own and manage the full EICR programme plan, milestones, and delivery schedule.
      • Coordinate all activity across internal teams, contractors, and stakeholders.
      • Prioritise work using a risk‑based approach (e.g., high‑risk blocks, vulnerable tenants, overdue cycles).
      • Lead multiple weekly workstream meetings and monthly programme boards.

      Contractor & Supplier Management

      • Manage term contractors through KPIs, SLAs, performance reviews, improvement plans, and escalation routes.
      • Oversee procurement activity, tenders, and contract award in line with Council policies.
      • Ensure delivery of access strategies, remedial workflows, tenant communication, and data returns.

      Governance, Data & Reporting

      • Maintain strong governance, control frameworks, audit trails, and decision logs.
      • Maintain high‑quality programme records: inspection outcomes, remedial completions, access attempts, exemptions, and tenant communications.
      • Own the “single source of truth” for data integrity and compliance evidence.
      • Produce dashboards and reports for operational teams, senior leaders, and Members.

      Access & Recovery Management

      • Maintain recovery plans for no‑access properties, overdue cycles, and backlogs.
      • Coordinate multidisciplinary recovery efforts with tenancy services, legal, customer contact, and safeguarding teams.
      • Ensure tenant‑friendly and inclusive communication throughout the process.

      Continuous Improvement

      • Use data insights, trends, and root‑cause analysis to drive ongoing improvements.
      • Embed a safety‑first culture and incorporate customer feedback.

      Key Performance Indicators (KPIs)

      • Cycle compliance – % of homes with in‑date EICR within 5‑year cycle
      • Remedial timeliness – % completed within agreed SLAs
      • Access & recovery performance – first-time access rates, resolution times
      • Contractor performance – delivery, quality, data completeness, customer measures
      • Budget control – forecast accuracy, variance, cost per inspection/remedial
      • Data quality & audit readiness – zero critical data errors, strong audit outcomes
