Lead Officer for Financial Matters Contract Full Time

Lead Officer for Financial Matters needed in Bedford £500 per day PAYE – Reference:5172809

• To deliver high quality financial management services including financial advice and support.
• To develop and track benefits realisation and financial processes within theTransformation Programme.
• To analyse, interpret and prepare financial data and context to support decision-making.
• To monitor and support the management of the Transformation Programme’s capital budget spend across all projects.

1. To provide high quality financial management including as a core service:
(i) budget preparation
(ii) benefits realisation
(ii) budget monitoring
(iii) financial advice
(iv) closure of accounts.

To ensure there is effective benefit management control across the programme
2. To prepare and present reports and financial information to stakeholders, including business cases, capital bids etc. To ensure there is effective financial control across the programme
3. To support and provide a. detailed financial advice and guidance
b. assurance of financial inputs and outputs across all work streams
c. financial data to enable informed decisions regarding budgets and forecasts
d. capital programme spend and oversight of variances in project spends across the programme To ensure there is effective financial control across the programme
4. To determine and agree budgetary baselines, including re-cutting all operational budgets as service changes occur To ensure delivery of a balanced budget within agreed timelines
5. To review and advise on the financial implications of new legislation and regulations
To ensure compliance with relevant and statutory requirements
6. To support, and take a lead as appropriate, on specific projects, as directed

7. To undertake any other appropriate financial duties of a similar level of responsibility. To ensure there is effective financial control
