PURPOSE OF JOB:
This post is a key part of the Property and Asset Management team (PAM), and is responsible for the project management of tender stage development of 4-10 year framework and term construction contracts relating to capital maintenance works on Hackney’s 30,000+ housing stock. This includes developing the procurement strategy, developing and coordinating contract documents, and organising leaseholder and resident consultation. You will work with managers in PAM, Housing and procurement to ensure that the contract documentation fulfills the ambitions of the Asset Management Strategy, Sustainable Procurement Strategy and Inclusive Economy Strategy. This post will contribute to the Housing Asset Management Strategy’s aim of ensuring residents are proud of our homes through good quality design. The post holder will take the lead role for the development of a comprehensive set of technical and design standards for improving the long-term maintenance, fire safety, energy efficiency, sustainability, and accessibility of the housing stock. To lead on the the development of technical and design standards, and identification of products, in the procurement of new contracts, and ensuring that they are updated as required. To liaise with Procurement Lawyers, the operational managers and external and internal providers to draw up agreements for services using appropriate standard forms of contract where appropriate adapted to meet the specific requirements of each service. To oversee and coordinate the timely production all documents necessary for the tender process, including the terms and conditions of contract, service specifications and performance standards, pricing documents and KPIs, and to liaise with members of the Project Team to ensure that service requirements promote Best Value. To lead on the development of project plan for each contract, having regard to the needs of the service (and in particular expiry dates of existing contracts and critical start dates for new contracts), the requirements of the procurement process with regard to Standing Orders and Public Procurement Legislation, section 20 consultation requirements and workload. To ensure that each project plan is adhered to or adjusted to reflect changed priorities or new developments, making sure that all relevant parties are informed of necessary changes. To check with the budget holder that realistic budget provision has been made for each contract, having regard to its whole life costs, before procurement is commenced. To advise the Project Sponsor in the identification of a Project Team for each contract (to include operational managers and specialist advisors including legal, financial, health and safety, and equalities advisors, as required). To write any procurement plans and strategies, or business cases to get approval for procurement activity, and be available to bring these to CPC, supporting the relevant Director or Head of Service. To lead on updating the project activity log, programme and risk register. To lead on commissioning or carrying out lessons learnt reviews from previous contracts (from staff, contractors, residents etc), and ensuring the findings appropriately inform new contract terms. To lead on coordinating internal and external engagement and consultation, including formal consultation with leaseholders, residents, TMOs, internal staff affected by contract operations, and ensuring the findings appropriately inform new contract terms. To organise appropriate contract management training internally for staff. To put in place effective programme and project management arrangements and resources the allocated projects or programmes are delivered within the agreed budget, programme and agreed programme timescales, and have appropriate mechanisms in place to take corrective measures as necessary. Be proactive in embracing the partnership principles and be an active member of a partnering team. To work closely with the procurement category lead and contribute to how the procurement will be tendered and evaluated. To work closely with the Strategic Asset Manager in PAM, Contract Managers and the Clerk of Works Manager in the development of technical standards for contracts, and ensuring that the contract procedures adequately capture the internal procedures on contract management and clerk of works inspection regimes.
